Banning IP address is not the first step to conflict resolution. The first step is always confronting and reasoning with the customer/browser.

  5. I have banned customer's/browser's IP. But it changes every time he/she/it comes to the site, why?
The customer/browser may be using a proxy server to browse the internet. A proxy server acts as a middleman in the page fetching process. Normally a browser will make a request for a web page. The request is sent to a DNS server to look up destination IP and forwards request to the corresponding server. The server process the request and sends back a HTML web page. With a proxy server there is a extra step (middleman) added. Using a proxy server the request is sent from the browser to a proxy server who forwards the request to a DNS server, etc... . The corresponding server receives the proxy server's IP address and not the browsers. Many browsers use websites that index random proxy servers making it impossible to ban based on IP. If you are encountering this issue and know facts about the customer/browser you can report them to your local FBI agency or take more steps to securing your site against proxy servers such as browser side JavaScript url checking.
